Measures for Inspection and Administration of Packaging Containers for Export of Dangerous Goods for Automobile Transportation (General Provisions)

Chapter I General Provisions Article 1 In order to strengthen the inspection and supervision of the export of dangerous goods packaging containers for motor vehicles, ensure the safety of motor transport, and promote the development of China's foreign economic and trade, according to the "People's Republic of China Import and Export Commodity Inspection Law" (hereinafter referred to as the commodity inspection In accordance with the provisions of the law, the present Measures are formulated.
Article 2 The present Measures are applicable to the inspection and management of dangerous goods atmospheric pressure packaging containers (including liquid dangerous goods packaging containers and cans for automobile transportation) prescribed by the “United Nations Recommendations on the Transport of Dangerous Goods” directly transported by road ports.
Article 3 The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as the AQSIQ) shall be responsible for the inspection and management of packaging containers for dangerous goods for export out of the country.
The AQSIQ's entry-exit inspection and quarantine agencies (hereinafter referred to as the inspection and quarantine agencies) located in various places shall administer and handle inspections of the outbound dangerous goods packaging containers for automobiles under their jurisdiction.
Article 4 The inspection of packaging containers for outbound dangerous goods of motor vehicles includes performance inspection and use appraisal. The inspection and appraisal standards must comply with the mandatory requirements of China's national technical specifications and the standards specified by the General Administration of Quality Supervision, Inspection and Quarantine, and have not been inspected and qualified by the inspection and quarantine authorities. Packaging containers are not allowed to be used to transport dangerous goods out of the car.
Article 5 The unit that produces and operates outbound dangerous goods packaging containers bears direct responsibility for the packaging of dangerous goods. It must correctly design, produce and use dangerous goods packaging containers in accordance with laws, regulations and relevant regulations.
Article 6 The port traffic and transportation management station established by the transportation department is responsible for the inspection of outbound dangerous goods packaging and packaging containers, and finds that it is inconsistent with the "Regulations for the Transport of Dangerous Goods of Automobiles" or the "Identification of the use of outbound dangerous goods transport packaging containers issued by inspection and quarantine agencies." The results of the "single" (hereinafter referred to as "the use of identification results"), the port traffic management station will not be released.
The port traffic and transportation management station shall keep each batch of outbound dangerous goods "use appraisal result sheet" for future reference. The retention period is 1 year.
